County withholding money without rendering services - Legal Forums

Hello,
I recently paid a ticket, and signed up for traffic school. A guilty plea would be $75, guilty with supervision and traffic school would be $190. I paid $190, was asked if I went to traffic school in the last 12 months, I told them I was unsure, as I couldn't remember the last time I got a ticket, they said ok, without checking, filed, and gave me a receipt. this also shows in the court records, a judge or other empowered party went ahead and signed me up for supervision and traffic school "Sentence IN FORCE". I received a letter today, telling me I was ineligible, and that all costs/fees are nonrefundable. During my one and only time in front of a judge for a traffic violation, he asked me the same question about the 12 months, then looked it up to make sure I was eligible before assigning me supervision and traffic school.

This leaves me with $115 somewhere, that was paid for a service, the service has not been provided, and now I am being told that they are keeping the money. I believe this is the local community college that provides the traffic school that is doing this.

Now, if I went around, telling people they could buy service Y for $75, which is ok, but if they were eligible, they would get service X, for $190, which would benefit them further, then told them "sorry, you aren't eligible" and took the $115 and ran, I would have the attorney general putting a bounty on my head within a week of running this scam, and I'd be nailed with every charge she could throw at me. Government should be no different (In a perfect world).

What, if anything, can I do?
